The Pyidaungsu Hluttaw continued voting on proposals for constitutional amendment, took records on approval of bylaws of ethnic rights protection and court file copy, and discussed taking loan and grant of International Development Association of the World Bank yesterday.
The 26th day meeting of 15th regular session was attended by 631 MPs, out of 654 total representatives, while 23 lawmakers were on leave.
At the beginning of meeting, Pyidaungsu Hluttaw Speaker U T Khun Myat announced the donation of K12.88 million—K8.58 million by 429 Pyithu Hluttaw representatives and K4.3 million by 215 Amyotha Hluttaw representatives from their daily allowance — to the National-level Committee on Prevention, Control and Treatment of Coronavirus Disease 2019 (Covid-19).
The Pyidaungsu Hluttaw also took record on the recommendations to ethnic rights protection bylaws of the Ministry of Ethnic Affairs and the court file copy bylaws of Union Attorney-General Office, which have been approved by both Pyithu Hluttaw and Amyotha Hluttaw.
The Speaker presented a report to the Hluttaw on restructuring of towns, wards, village-tracts and villages of Kayah state, Sagaing region, Tanintharyi region, Bago region and Shan state, for taking it as a record.
The Hluttaw then voted on proposals for amendment to 14 sections and paragraphs related to Section 436 (b), but the results failed to pass 75 per cent of supporting votes required for further amendment process.
Therefore, the sections of 301 (d-4), 310 (d-3), 319, 322 (b), 333 (d-4), 338, 339, 344, 359, 376, 396 (b), 398 (b-3-dd), 399 (f) and 402 will remain unchanged.
After the votes, MPs discussed the President’s motion to the Hluttaw to get US$100 million loan and $10 million grant from the International Development Association of the World Bank.
MP Dr Daw Shwe Pone from Bago region constituency called for the effective use of second $100 million loan because the first batch of similar amount received in February 2015 could be spent only 80 percent until February 2020.
MP Daw Nang Moe from Mantung constituency pointed out interest rate and 0.75 per cent service charge for the proposed loan, and discussed proper management of the loan for necessary healthcare services.
MP Daw Khin Hnin Thit from Pantaung constituency discussed requirement of better healthcare services in the country by using the loans.
