At the Second Pyithu Hluttaw’s 11th regular session that convened at the Pyithu Hluttaw meeting hall, Nay Pyi Taw yesterday morning, Pyithu Hluttaw Speaker U T Khun Myat delivered a message of greeting, asterisk-marked questions were raised and answered and a motion tabled.
Pyithu Hluttaw Speaker delivers a message of greeting
After three Tatmadaw Pyithu Hluttaw representatives that hadn’t sworn-in yet do so and signed the oath of office in the presence of Pyithu Hluttaw Speaker U T Khun Myat, the Pyithu Hluttaw Speaker delivered his message of greeting. He said that in the eleventh session 19 bills will be discussed. There’ll be 14 motions to discuss and 149 asterisk marked questions. He continued and said the democracy transition period is still very short and much still need to be done to achieve the democracy norms. Hluttaw representatives must firmly bear in mind that they are mainly responsible to strengthen the democracy rights. Hluttaw representatives are urged to do the best they can to use the legislative power granted by the people to raise the lives of the people. Hluttaw representatives are attending the Hluttaw meetings on behalf of the people and it is important to conduct their works according to Hluttaw law, rules and procedures. The tenure of the Second Hluttaws will reach three years soon. Review the strengths and weaknesses during this period and work in the best way for the people during the remaining term. The constituents selected and entrusted the Hluttaw representatives and the performance of the legislative sector will remain high only when Hluttaw representatives perform their duties and responsibilities in the best possible way. In addition to performing legislative, check and balance functions, Hluttaw representatives are to perform the development duties of their respective constituencies too. Only then will the constituent trust and depend more on you. Therefore, all are urged to perform for the benefit of the people and national interest said the Pyithu Hluttaw Speaker.
Hluttaw confirms the reassignment and replacement of committee chairmen and members
After delivering his message of greeting Pyithu Hluttaw Speaker obtained the confirmation of the Hluttaw on reassigning of chairmen and members and replacement of members of Pyithu Hluttaw committees.
Complaints and Appeals committee
Next Pyithu Hluttaw Deputy Speaker U Tun Tun Hein read about the duties, responsibilities, rights and terms of Complaints and Appeals Committee and Pyithu Hluttaw Speaker informed the Hluttaw of planning to form 16-member Complaints and Appeals Committee with U Myint Lwin of Pazundaung constituency and U Saw Thalay Saw of Shwegyin constituency as chairman and secretary.
Asterisk marked questions
U Myint Lwin of Twantay constituency raised the first asterisk marked question on whether there is plan to publish a biography of Bogyoke Aung San. Deputy Minister for Information U Aung Hla Tun said the question will be explained together with an answer provided by Ministry of Religious Affairs and Culture.
At the moment Ministry of Religious Affairs and Culture, Department of Historical Research and National Liberary is planning to publish Bogyoke Aung San biography (1915-1947) and a draft was already written according to information provided by the ministry. The biography will have 6 chapters. Chapter 1 cover the youth period from 1915 to 1932. Chapter 2 covers the university student period from 1932 to 1938. Chapter 3 the Thakhin period, Chapter 4 preparation for armed insurrection (1940 to 1941), Chapter 5 the War Minister period from 1942 to 1945 and Chapter 6 the national leader period from 1945 to 1947 explained the Deputy Minister.
Responding to a question raised by Daw Cho Cho of Ottwin constituency on plan to turn the suspended pulp factory at Bant Bwe Gon Village, Ottwin Township into a garment factory under a BOT (built, operate and transfer) system Deputy Minister for Agriculture, Livestock and Irrigation U Hla Kyaw said the factory was not fully operational due and was rented to a private company under a thirty year lease starting from 1 January 2013 at an annual rent of K 8 million. However, the private company was unable to run the pulp factory due to difficulty in obtaining raw materials and was also unable to produce quality product for export and thus was at an inoperable status.
The company had proposed changing the investment into some other factory that’ll be beneficial for the country as well as the people. The consideration includes the garment factory pointed out by the Hluttaw representatives as well as some other forms that are equally or even more beneficial and there are plans to submit to the Union Government economic affairs committee for decision and implementation explained the Deputy Minister. Similarly questions raised by U Myo Zaw Aung of Kawlin constituency, U Sai Ngaung Hsai Hein of Maukmai constituency, U Nyan Hein of Thanbyuzayat constituency, U Nyunt Aung of Monywa constituency and Dr. Daw Khin Sithu of Loikaw constituency were answered by Deputy Minister for Agriculture, Livestock and Irrigation U Hla Kyaw and Deputy Minister for Commerce U Aung Htoo.
Hluttaw agrees to discuss motion on seed sector development
Following the asterisk-marked question session, U Aung Kyi Thein of Chaungzon constituency tabled a motion urging the Union Government to increase momentum of seed sector development effectively and practically as it is the main source of agriculture development in the country and explained further about the reason for tabling the motion.
Pyithu Hluttaw Speaker U T Khun Myat announced the Hluttaw’s agreement to accept and discuss the motion after obtaining the decision of the Hluttaw and also announced for Hluttaw representatives who want to discuss the motion to register their names.
Announcement on receipt of bills
Next, Pyithu Hluttaw Speaker announced the receipt of Occupational Safety and Health Bill and Consumer Protection Bill returned with amendments by the Amyotha Hluttaw and announced for Hluttaw representatives who want to table an amendment motion to register their names.
The second-day meeting of the second Pyithu Hluttaw’s eleventh regular session will be held today.
