21st-day meeting of 11th-regular session of Second Amyotha Hluttaw held

The 21st-day meeting of 11th-regular session of Second Amyotha Hluttaw was held yesterday at the Amyotha Hluttaw Building in Nay Pyi Taw.

At the meeting, questions and answers were raised, a bill and a motion were discussed.

Preventing illegal paddy export through border

U Tun Tun Oo of Mandalay Region constituency 2 asked if there was a plan to prevent illegal rice export through border lines. Regarding this query, Deputy Minister for Commerce U Aung Htoo replied that in preventing illegal rice trading, it was found that illegal rice exporters conducted their business as if they had carried the rice only in local areas. Arrangements were being made for the Department of Customs in order to prevent the illegal rice trading and transfer other relevant departments of agriculture while making the coordination with other relevant ministries, region and state governments to make approval of carrying local rice.

As for the region and state governments, special teams have been formed to curb illegal rice trading while setting up prohibited items notice at the bus terminals, harbours and security checkpoints in Bhamo, Momauk and Lwejel areas, which become the main routes for exporting agricultural products to China from the Kachin State.

The letters giving information have been sent to commodity wholesale centers for rice, pulses, grain, sesame and other farming machines, as an effort to prohibit and take legal action against it.

Building a two-storey RC school with 140×30 feet

Daw Htu May of Rakhine State constituency 11 asked if there was a plan to reconstruct the two-storey school building, which are in danger of collapse, into a new two-storey RC school with 150×30 feet in the next fiscal year. The Bawdhi B.E.H.S is situated in Yanbye Township, Rakhine State. Regarding the query, Union Minister for Education Dr. Myo Thein Gyi replied that the allotment of fund would have to spend under the authorized funds in 2019-2020 FY, which aimed at building a two-storey RC school with 140×30 feet instead of building the Bawdhi B.E.H.S.

Similarly, Union Minister for Education Dr. Myo Thein Gyi replied the queries raised by Dr. Zaw Lin Htut of Mon State constituency 9, U Zaw Hein of Taninthayi Region constituency and U Kyaw Toke of Mandalay Region constituency 7.

The Boundary Measurement and Demarcation Bill

Then member of the Amyotha Hluttaw Bill Committee Daw Nan Ni Ni Aye clarified the Boundary Measurement and Demarcation Bill, and Amyotha Hluttaw Speaker Mahn Win Khaing Than sought the approval of the Hluttaw to be approved of the Boundary Measurement and Demarcation Bill sending back from the Pyithu Hluttaw with amendments.

U Htein Win of Ayeyawady Region constituency 4 put a motion to discuss some points of disagreements, between the Amyotha Hluttaw and the Pyithu Hluttaw, at the Pyidaungsu Hluttaw. Amyotha Hluttaw Speaker declared that some points of disagreement should be submitted to the Pyidaungsu Hluttaw.

Setting up a single mapping system and a land registry

U Hla Myint (a) U Hla Myint Than of Mon State Constituency 11 urged the Union Government to set up a single mapping system and a land registry as part of the long-term scheme. U Aung Myo of Sagaing Region constituency 2 supported the motion, saying that it was of great importance to set up a single mapping system in order to foster land development without an argument.

U Maung Maung Latt of Sagaing Region constituency 9 took part in the discussion, saying that Myanmar has potential for growth, due to its abundance in land resources. It was also needed to allocate land for industries while recognizing the land ownership rights of the ethnic people. Therefore it was of paramount importance to set up a single mapping system while carrying out to reinforce the land laws and its policies. Daw Shwe Shwe Sein Latt of Bago Region constituency 3, U Ba Myo Thein of Yangon Region constituency 5 and U Soe Win of Rakhine State constituency 12 discussed the motion.

An analysis report of the Child Law 1993

Next, member of the Amyotha Hluttaw Women and Children’s Rights Committee Dr. Win Myint Chit read out and submitted an analysis of the report after making the Child Law 1993 by the Amyotha Hluttaw Women and Children’s Rights Committee. Following this, Amyotha Hluttaw Speaker Mahn Win Khaing Than announced that the Hluttaw putting the analysis of the report on record.

The 22nd –day meeting of the eleventh regular session of the Second Amyotha Hluttaw will be convened on March 7.
