Russia's main intelligence agency says several people were wounded when shots were fired near its headquarters in central Moscow.
The Federal Security Service, the FSB, says a possible attacker has been "neutralized."
Local media say several gunmen launched the attack at around 6 p.m.
on Thursday and that three security service employees were killed.
The FSB building is about 1 kilometer from the Kremlin.
Interfax news agency says President Vladimir Putin was attending a concert there at the time of the shooting.
