Chief Justice U Htun Htun Oo of the Union Supreme Court stressed the need for the judges at different levels of court to uphold its independent judicial entity in his opening speech at the 18th coordination meeting between the Union Supreme Court and the high courts of states/regions and the districts’ courts, held at the USC Meeting Hall in Nay Pyi Taw yesterday morning.
He added: “Court trials should be fair and impartial without prejudice but with rule of law. Judges should adhere to their court ethics with dignity. They should uplift their judicial and professional skills. They should also nurture and improve their knowledge, wisdom, concepts, mindsets and attitudes.”
The implementation of the National Case Management Programme (NCMP) is now underway in order to dispose of the cases in an effective and timely manner. Judges should strive to improve clearance rate of the cases at the different levels of court.
The Court-led Mediation Pilot Programme is being undertaken for the civil cases and the momentum of its good results should be maintained. If court performance, accessibility to court, and accountability are improved there will be increasing numbers of people relying on the judicial sector. Timely measures should be carried out to manage and prevent, in accord with the procedures, the losses and damages of the confiscated goods and exhibits. The Supreme Court of the Union shall enhance the judicial cooperation with regional judicial institutions for cross-border civil and commercial cases under its judicial reform programme in 2020, he added.
He further enumerated the lists such as civil cases, criminal cases, writ’s application, juvenile cases, municipal offences, and traffic offences at different levels of court. The trial rate of the cases should reach beyond the target to reduce the remaining cases as well as to establish an effective judicial system, he concluded.
The coordination meeting was attended by the Justices of the Union Supreme Court, the Judges of the High Courts of States/Regions, the Permanent Secretary, the Director-General, the deputy directors-general, the directors, the states/regions legal officers and the districts judges.
